27.09.2005 BUSINESSES NEED TO BE DEVELOPED IN THE LOCALITIES, ENTREPRENEURS SAY

Chisinau, September 27 (Infotag). The State ought to attach more attention to business development in small towns and rural localities, maintains DAAC-Hermes Holding Director Vasile Chirtoaca.

Today, he appeared at a news conference organized in Infotag to cover the results of 5 roundtables that took place in Chisinau this month as a preparation to a big international business forum, “Investment Climate in Moldova”, to be held here later this week. Chirtoaca stressed it is necessary to attract investment in the localities in order to develop rural infrastructure, create jobs, and improve living conditions.

In his opinion, it is strongly necessary to work out educational programs for provincial people of business, particularly for beginners, who, unaware of many business-running details, come across substantial difficulties in their activity.

Chirtoaca highlighted one more essential detail: provincial executive bosses are too preoccupied with local budget formation – to the detriment of local business development.

“At the September 30 investment forum, we will submit a Resolution to be drafted on behalf of the Moldovan business community. In it, we will propose to increase donations to agricultural producers up to 420 million lei. However, this money should not be divided among all but should be used for organization of various programs to underpin the agri-industrial complex”, said Vasile Chirtoaca.

Acorex Wine Holding Chairman Sergiu Boret said that all administrative units [raions] in Moldova, except Chisinau city, are inefficient and dependent of State subsidies. Accordingly, they have no tax basis. And subsidies consume annually over a billion lei from the State Budget.

Deputy Chairman of the Economic Council working under the Prime Minister’s aegis, Director General of the Efes Vitanta Moldova Brewery Jacob Tihman offered an opinion that the Moldovan investment legislation is on the whole acceptable but its implementation leaves much to be desired.

Among destructive factors Mr. Tihman indicated the shadowy economy, slack work of customs and tax organs, and some laws that fail to meet modern economy’s needs.
