22.06.2005 CIS-EMO TO MONITOR MAYORAL ELECTION IN CHISINAU

Chisinau, June 22 (Infotag). The CIS-EMO international organization will open its office in the Moldovan capital to monitor the July 10 election campaign.

Organization representative Alexei Kochetov told a news conference in Infotag today the monitoring would involve 12 observers from Ukraine, Belarus, Kazakhstan and Kirgizia. Thirty observers from Moldova will be working officially as CIS-EMO representatives. They will monitor the mayoral elections on the invitation of the Adjuta-Cives non-governmental organization of Moldova.

Kochetov said, “CIS-EMO will organize seminars for local observers to refresh their professional background. We would not mind organizing seminars for the employees of local electoral organs, too, but this will only be possible upon the Central Electoral Commission’s consent”. CIS-EMO observers will be issuing a special bulletin to reflect their work results and other events to happen during the election campaign.

Adjuta-Cives Chairman Andrei Lucian promised the CIS-EMO observers would be abiding by all legal procedures pertaining to their accreditation in Moldova. Her said, “We have invited them to Moldova to share experience with them. I guess we can learn from them, because their information differs from that we learn at OSCE seminars. We compare the two information sources and make certain conclusions, thus improving our observers’ background”.

Lucian expressed hope the Moldovan central authorities would not be regarded the CIS-EMO observers as an external destructive force. He said the 2 organizations are looking forward to monitoring parliamentary elections in Transnistria scheduled for December 2005.

CIS-EMO delegated a mission of its observers here before the March 6 parliamentary elections. However, shortly before the polls the visitors were detained by Moldovan law-enforcement organs and expelled from the country under the pretext of violating the procedure of accreditation as foreign observers.
