PROPERTY OWNERS DISCLOSING SCHEME OF ILLEGAL LAND ALIENATION IN CHISINAU

Owners of real estate in Chisinau – director of a limited liability company Tamara Grosu, director of an individual enterprise Eufrosinia Burlac and director of another individual enterprise Nicolae Nistor disclosed the scheme of illegal land alienation and intention to fraudulently put into operation an illegally built facility on their territory.

 

During Monday’s news conference at Infotag, Grosu said that the Chisinau Primaria [city government] issued a certificate and permission for repairs in an apartment with an area of 31.7 square meters, while in fact an annex with the area of 67 sq. m. was illegally built there.

 

“The document was issued illegally without the notarized agreements with neighbors about the project of the facility building. We made several enquiries to the Primaria with demand that the authorities to take steps and put the real estate co-owners and neighbors of the common courtyard in equal conditions. Unfortunately, Chisinau government officials, namely Deputy Mayor Nistor Grozavu, architect Ion Carpov and representatives of the State Building Inspectorate Vasile Radu and Ion Popa, did nothing so far, on contrary, they cover all the violations”, she said, adding that according to the Appeals Chamber’s decision, the certificate on building and protocol on putting the building into operation were cancelled.

 

According to Grosu, the court decisions were ignored both by contractors and by city administration representatives.

 

Organizers of the press conference said that the scheme of illegal land alienation is as follows: permits for building are issued under the pretext that the project was developed in accordance with the provided conditions; if neighbors start protecting, the people involved in the scheme resort to gangster methods of intimidation, while the building is being registered as another object, just by means of changing its address.

 

“We are urging Moldovan President Nicolae Timofti, Parliament Speaker Adrian Candu, the National Anti-Corruption Center, the Ministry of the Interior, the parliamentary Standing Committee for Legal Issues, Appointments and Immunity Commission to take measures on preventing illegal building. In our case, water supply and sanitation systems on the captured land plot got under the new building. We demand providing to us a free access to the common courtyard and do not allow commissioning of the illegally built facility”, she said.

 

Nistor said that if their requirements are ignored, they will conduct another press conference, where they will call by name and tell in detail about everyone involved in this scheme.
