LEX SCRIPTA URGES PARLIAMENT TO CANCEL DECISION ON PASSING DRAFT 2016 BUDGET IN SECOND READING The Institute of Lawmaking Lex Scripta calls on Parliament to introduce amendments to the Constitution in relation to the formation of state budget and to cancel the decision on adopting the draft budget law 2016 in the second reading.

 

Institute Chairman Mihai Korj said at the Monday’s news conference at Infotag that it is proposed to supplement the article #131 (1) of the Constitution and the existing variant “The national public budget is made of state budget, state social insurance budget and budgets of raions [districts], cities and villages” with the phrase “the mandatory social insurance fund”.

 

He urged the Parliament to cancel its decision on adoption of the 2016 budget in a second reading, as there are mistakes.

 

“Besides, the 2016 budget should have been adopted in late 2015. Moreover, the fiscal policy has not been adopted so far, while it represents the basis for budget adoption”, Korj said.

 

Lex Scripta also proposes to cancel the suggestion to finance parties from the state budget.

 

“We propose to transfer the regulation on “Unique Tax” [the payment, charged at conducting transactions with state assets in the process of property privatization] in the Tax Code and supplement the law on public finances and fiscal responsibility by the suggestion in the Monitorul Official governmental bulletin”, said the institute head.
