16.12.2004 TACIS ISSUES GUIDE FOR JUDGES IN MOLDOVA (NEWS CONFERENCE IN INFOTAG)

Chisinau, December 16 (Infotag). The TACIS Civil and Commercial Judiciary Project has issued and presented its “Guide for Civil and Commercial Law Judges in Moldova” called to promote the professional skills of the judges corps in this republic.

Deputy Minister of Justice Nicolae Esanu told a news conference in Infotag the brochure touches on 20 topics pertaining to the interpretation of new Civil Code provisions in the fields of ownership, commitments, civil right protection, and other.

Project Coordinator John Lipton said the reference book’s circulation, 1,000 copies, will be distributed free among judges. Mr. Lipton presumes this is a considerable achievement for civil and commercial legislation, bearing in mind that no such guides have been ever issued here. In case of need, more copies of the brochure may be published in the future.

John Lipton said the 2-year-long Project was started in January 2003, and by now has been extended till June 2005. During the past 2 years, the Project Team has organized training sessions that were enjoyed by over a half of Economic Court judges, and has provided technical assistance to courts by providing them with computers, printers etc. office equipment total worth some 500 thousand euros.

Jointly with the American Bar Association Central European and Eurasian Law Initiative (ABA/CEELI), the project has worked out software for monitoring of case progress in various judicial instances. The software, which is a totally new thing for this republic, is to be introduced in 2005, and its users will take a special course of training.

Financed by the European Union, the Civil and Commercial Judiciary Project is being introduced by GTZ of Germany, and recipients are the Moldovan Ministry of Justice and the Supreme Court.
