27.11.2006 MUNICIPAL BUREAUCRATS HAMPER RUSSIAN INVESTORS’ WORK – “MY MOLDOVA”

Chisinau, November 27 (Infotag). “My Moldova” public organization maintains officials at the Chisinau Municipality put obstacles to Russian investors working in Moldova.

Association Chairman Fedor Ghelici told a news conference in Infotag today that one of bright examples of that is the situation at the Midgaard Terra (former Agurdino) paint/varnish factory owned by a Russian investor.

“The enterprise once came to need a banking credit for production development. For this, the factory administration was going to pawn real estate. By law, the Municipality was supposed to issue a document certifying that the city does not object to the transaction. Such documents must be issued within only several days. However, the company cannot receive the paper even 3 weeks since application, and the bureaucrats do not bother to explain the delay”, Ghelici said.

The Russian investor, Yury Bogdanov, and “My Moldova” Association decided to pay a visit to the Director of the Chisinau Municipal Land Department, Nicolae Craciun.

“According to the official schedule, the reception was to be started at 8 o’clock in the morning. However, Mr. Craciun showed up only at eleven. He refused to explain why the document would not be issued for so long, and spoke to the Russian investor rudely. Seeing that no justice could be found at the Chisinau Municipality. The investor appealed for help to Russian President Vladimir Putin, and this Monday morning Mr. Bogdanov was told that Moldovan President Vladimir Voronin would personally visit the enterprise and hear all the investor’s complaints”, Ghelici said.

In his words, some petty local bureaucrats treat Russian citizens with bias, and violate the law on protecting investors’ rights.
