TURBOENERGY POWER TO CHALLENGE RESULTS OF TENDER FOR REPAIRS AT TERMOELECTRICA

The Turboenergy Power company intends to challenge the results of a tender for equipment repairs at the state-owned TermoElectrica enterprise in Chisinau, representatives of the Romanian-American energy consortium said at a press conference in news agency Infotag on Monday, having remarked that a preliminary appeal to the court has already been prepared.

Lawyer Nicolae Angel explained that the tender, organized by the Moldovan side, was held with violations. In his opinion, the competition “did not meet such basic principles as equal treatment of all participants, non-discrimination and a fair competition”.  

The lawyer maintains that Turboenergy Power did not take part in the competition precisely because of the very short deadlines for the repair works, but was ready for a partnership if they were revised. In addition, the tender was won by a company (the Power Machines company of Russia), which is on the black list, under international sanctions, and possible cooperation with it contradicts to Moldova's international obligations.

Nicolae Angel disagrees with Moldova’s Minister of Infrastructure and Regional Development Andrei Spinu, who said that the Russian company won because there was no alternative to its bid.

“We presented to the Moldovan authorities more advantageous solutions both in terms of productivity and emission reduction. Minister Spinu said that such work would cost hundreds of millions, which is fundamentally wrong. We had a comparable competitive price [according to the terms of reference, the work was estimated at 13 million euros]”, the lawyer said.
