HORUS SAYS NON-FULFILLMENT OF REPAIR WORKS AT TERMOELECTRICA PRESENTS THREAT TO HEATING SUPPLY OF CHISINAU

The Horus Group of companies, which has won a tender for the right to carry out repair works and to modernize two power blocks at the TermoElectrica state enterprise, maintains that failure to carry out the said works presents a real risk to the centralized heating supply of Chisinau.        

Director of the Horus Energy’s legal Department Alesea Gotinjanu said at the news conference in Infotag on Wednesday that the company had participated in the tender as part of a consortium, where the share of the Russian company “Power Machines” was 12.7%. According to Gotinjanu, the Russian company is responsible only for the supply of equipment necessary for the work – worth about 2 million euros out of the entire contract budget of 13 million.

She explained that Horus was the only company to submit an offer: on March 18, a letter of acceptance was received, on April 8 a work contract was awarded, and on April 11 the company learned from the press that the Government intended to terminate the contract. At the same time, the company has not received any official notice of termination so far, therefore, the contract continues to operate.

Mihai Godea, Director of the Horus’ Development Department, who is the former Deputy Chairman of the Liberal Democratic Party, stated that the participation of the Russian company in the repair project caused a wave of “cynical speculations” in the press. He said that Horus applied to the World Bank (which oversees the implementation of the project) concerning the participation of the Power Machines, which is under international sanctions, and they answered that “there are no problems”. Godea says that the price for the work offered by Horus was four to five times lower than in other offers. [In fact, there were no other offers, but only intentions.]
