The Society of Independent Appraisers of Moldova (SEI RM) believes that the republic needs to abandon post-Soviet practices and move to modern European norms.           
 
SEI RM chairwoman, economist Galina Selari said at a press conference in INFOTAG agency on Tuesday that in the conditions of socio-economic crisis, where the whole world is gradually being dragged into, Moldova's task remains the same - to activate the existing sources of economic growth and to create new ones.        

"Although such a goal was declared many years ago, it is still relevant. And the country's economy is still heavily dependent on external injections (loans, grants, transfers of citizens), while internal revenues remain insignificant (for example, budget revenues from property tax at the level of 2% of total revenues)," Selari stressed.           

According to her, it is possible to change the situation if we have a good "understanding of what we already possess". This refers to the management of state property, which, in turn, requires a complete revision of the attitude towards real estate valuation in Moldova.             

SEI RM executive director Dmitrii Taraburca also noted that the appraisal activity in Moldova is still regulated by a law from 2002 - during this time, the appraisal norms at the EU level have been revised at least six times.     

"But there is still no understanding of the strategic development of the market in Moldova," the expert emphasized.            

The organization believes that the real estate market should be recognized as strategically important for the development of the country, taking into account its opportunities. SEI RM will send its proposals to the central and local authorities.
