PUBLIC ACTIVIST PROMOTES NATIONAL PROJECT "PROSPEROUS MOLDOVA"

Public activist Ruslan Popa has developed and calls for the implementation of the national project "Prosperous Moldova". He said at a press conference at the INFOTAG agency on Friday that, after dozens of years of independent development, the republic's economy is "in a state of clinical death."         

"Over the past 10 years, agriculture has finally collapsed, the population is actively migrating in search of a better share. Soon there will be only banks and trading networks left in the country. We need a way out of the critical situation, or Moldova may simply not reach the moment of "joining the European Union", announced by the current government, alive," Popa believes.         

He proposes the introduction of a "completely transparent digital two-circuit financial system" in the country.              

"It will have an external and an internal contour. The external circuit is estimated at 67 billion lei - the average size of the annual budget. If we use a working mathematical model, the internal circuit will have a sum of 670 billion lei. This is the amount in lei, which is proposed to be translated into 2.2 billion labor hours. These very digital hours will replace the lei mass. It is proposed to use it in calculations, but only within the country and through a special application "Noroc" for cell phones. Employers and citizens will determine their relations using only labor-hours. Thus, a person works 8 hours 20 days a month - it is 160 hours or about the equivalent of 48 thousand lei. It is quite a decent sum for living," the public activist believes.          

In his opinion, the implementation of the two-loop system implies that all external obligations of the state to international organizations and contracts of legal entities will be backed by currency, which will be in sufficient quantity.               

"An example of using the contour financial system is the Chinese economy. They have followed this path. And we see that their economy in different years showed from 8% to 10% growth. Absolute digitalization within the country makes it possible to fight corruption, to attract the investment so lacking to us now into the economy. And thus give people decent salaries, pensions and benefits," Popa considers.
