21.11.2005 REFUGEES FROM TRANSNISTRIA LODGE COMPLAINT WITH ECHR

Chisinau, November 21 (Infotag). Fifty-three members of the Movement of Refugees from Transnistria have filed with the European Court of Human Rights their claims against the Governments of Moldova and Russia.

Movement Chairman Anatol Bizgu told a news conference in Infotag today that the refugees blame the Moldovan Government for non-fulfillment of its own Resolution and of the Supreme Court ruling on providing housing for the forcibly displaced persons who suffered strongly from the 1991-1992 armed conflict in Transnistria.

Mr. Bizgu explained that the Law on the 2005 State Budget envisages an allocation of 5.5 million lei for housing purposes. To date, however, works worth only 2.5 million lei of that sum has been fulfilled. Meanwhile, a medium-size multistory apartment house costs some 40 million lei to build.

The refugees believe the Government of Russia is also responsible for the present-day situation when more than a hundred families live in tiny rooms having an area of 12-18 square meters. The refugees claimed the Russian Government rendered and continues to render military, economic and political assistance to the separatist Transnistrian regime.

Each of the said 53 refugees has demanded compensation in the amount of 200 thousand euros – 50 thousand from Moldova and 150 thousand from the Russian Federation. Fourteen more refugee families are now preparing applications to be sent to the European Court of Human Rights soon.

There are 140 refugee families from Transnistria on the Chisinau Municipality register, including 24 families of former Moldovan Ministry of the Interior officers who used to reside and be on the military service in the Transnistrian conflict zone, and who had to leave their native places after the conflict.
