25.09.2006 MOLDOVAN NON-GOVERNMENTAL ORGANIZATIONS CONSIDER POPULATION HAS LIMITED ACCESS TO OFFICIAL INFORMATION

Chisinau, September 25 (Infotag). The Moldovan population, particularly, rural inhabitants do not have any access to the official information and the responsible institutions refuse to provide this information, Chairman of the Acces-Info Center for Promotion of Freedom of Speech and Access to Information Vasile Spinei has declared.

At a press conference, devoted to the Days of Knowledge Right, in Infotag he said that small state employees are often afraid to give information considering that it will undermine the authority of their organization.

If the information is not a state or commercial secret, it cannot be the property of any institution. Each person has the right to ask for necessary data and to receive an answer to his question. In Moldova they speak very much about the free access to information, but they do not do very much for it and people who do not know their rights manifest no initiative”, he said.

According to Spinei, if citizens are refused to be provided with information, they have the right to recur to the court.

“The judiciary bodies consider about 50 suits on providing information. At the same time, if some institutions place their official data on Internet cites, other even do not answer calls and letters”, he said.

The Days of the Right for Information are being held in Moldova for the third time. Topical seminars, roundtables, conferences with the participation of local and non-governmental organizations and foreign experts from Hungary, Romania, Estonia and Ukraine will take place from September 25 to 29 in Chisinau and in the raions.
