Chisinau. The Salvgardare public organizations for protecting human rights comes out against the housing and public utilities reform, according to which the residents, but not the state will be responsible for maintaining housing.

Organization Chairman Maia Laguta said at a press conference in Infotag on Wednesday that the state it transferring the houses, where no capital repair have been done and the internal communications are in need of replacement to the responsibility of the association of dwellers.

“They have to pay for the reconstruction of water, gas and heating systems. There is very big difference between the readings of the internal apartment and external meters. The dwellers are forced to pay for non-existing indebtedness, and are threatened with disconnection. In order to prove their innocence, they have to pay for expertise”, she said.

Laguta remarked that the dwellers should set up housing committees and do not accept houses, which are in a poor state.

“The problem of public utilities services defaulters must also be solved, when all the dwellers suffer because of several defaulters. Apă-Canal or Union Fenosa threaten to institute suits against associations whereas only defaulters must bear responsibility, she considers.

In her opinion, citizens found justice in the court very rarely and prefer to keep silence, because the court defends the state’s interests most often.

The members of the Organization of Deceived Depositors suffered from Intercapital and from Guinea spoke at the press conference as well. According to them, for nine years they failed to achieve justice. The total debt of Intercapital vis-a-via the depositors accounted for more than 20 million lei, only 5.5 million lei out of this sum were returned. Guinea’s debt exceeds 12 million lei.
