ANIMAL ADVOCATES CALL ON AUTHORITIES TO INCREASE PUNISHMENT FOR CRUEL TREATMENT AND KILLING ANIMALS Animal advocates call on the authorities to amend the legislation and to increase the punishment for cruel treatment and killing animals. They require local authorities to provide land for the construction of a shelter for homeless animals.

 

Inter-ethnic cultural society for human rights Chairman Conciliere – Consent, Eduard Volcov said at press conference that for nine months fighting for the investigation of the mass murder of dogs and it is about 50-60 individuals on site of Agricultural University.

 

“The struggle began on September 25, 2014, when throughout the territory of the Agricultural University and on the terminal stop of trolleybus Nr.29 were poisoned stray dogs, and their corpses had not been cleaned for several days. I filed a complaint about the mass killing of dogs in the police inspectorate of Riscani sector, after which they gave a statement to the municipal department for Chisinau food safety. From there, the complaint went to the Agricultural University, to Durlesti city hall and Autosalubritate, but no action had been taken, I have not received answer from any of them”, said Volcov.

 

He said that thereafter he appealed to the Ministry of Interior and the Prosecutor General’s Office, but again the statements were forwarded to other bodies.

 

“I received a response from the police inspectorate of Riscani sector from Autosalubritate and from Chisinau Prosecutor’s Office. From their evasive explanations that they are not involved in the animals’ euthanasia, it became clear that none of them is going to do anything”, said Volcov.

 

According to him, to solve the problem it is necessary that the authorities to amend the laws and increase penalties for cruelty and killing of animals, to restore the veterinary police, which is supposed to solve such problems. Local authorities must allocate a territory for the shelter construction.

 

Galina Cighir, Chairwoman of the public organization for the homeless animals’ protection AOVA, said that she addressed to the Chisinau city hall with a request to allocate land for the shelter. According to her, meetings were held with welfare activists and opponents of homeless animals.

 

“When the issue was almost resolved, when the city hall has almost allocated a plot, some kind of organization for the homeless animals’ protection said that they themselves will decide the problem. After that, the city hall refused to allot the land for our organization. Thus, they are condemned to death more than 250 dogs and 50 cats, which has nowhere to go, no one to care, nothing to feed”, said Cighir.

 

She believes that “certain people who called themselves “animals’ defenders” are to be blamed in this situation”.

 

The participants of the press conference called on the Moldova authorities and Chisinau “to participate in solving the problem in a humane way” and promised that he will continue to fight for the rescue of homeless animals.
