Chisinau, June 19 (Infotag). The number of the Moldovan citizens, hoping to win Green Card, is reducing year after year. For the whole Diversity Visa Program’s implementation period 4 thousand Moldovans out of 55 thousand won quotas.

Tia-Inform Chairman Igor Coval said at a Infotag press conference on Monday, in 2006 only 250 Moldovan citizens won Green Card, whereas in Ukraine there were 2 thousand winners».

«The decrease in the number of Green Card competitors is due to the fact that the Moldovan citizens receive very scarce information about the USA though it is more attractive for legal migrants than Europe. Green Card is a document, confirming a status of a USA legal citizen who must observe federal laws, pay taxes, register for military service. He is only deprived of the right to vote”, he said.

Coval noted that the number of swindlers, which use citizens’ ignorance and extract money for services on registering their applications in Tia-Inform.

«An application is free. One must only send a digital photo and personal data to the site of the USA Department of State. A drawing takes place in winter. The winner is determined by computer. 100 thousand of potential winners from all over the world are selected. The Kentucky Consulting Center sends sets of documents to the winners to addresses, given in their questionnaires. A case-number is enclosed to documents, winner’s notification instructions. A winner can dial this number to inquire about details», - he said.

According to him, swindlers propose to pay from $2.5 to $5 thousand for a set of documents.

«All the documents are sent free of charge. Filled-in questionnaires should be sent to Kentucky, which must send аn invitation for an interview with the Consul in Bucharest and the list of documents to be translated in English and to be certified. Citizens receive a visa and documents after such interview and can leave for the USA within six months from the visa’s issuance», - Coval said.

Citizens pay only the consulate due which accounts for $375, medical examination $50-70 in Bucharest, two-way ticket to Bucharest and an air ticket to the USA.

An application for the participation in a Green Card lottery is submitted once a year both for a person and a family. Applications are accepted from autumn (October 1) of each year.

Green Card is the informal name of the Permanent Resident Card (PRC). The Diversity Visa Program was set up by the USA congress’s prescription and is implemented yearly by the USA Department of States from 1990.
