16.11.2006 PACIFISTS ARE NOT SATISFIED WITH BILL ON ALTERNATIVE SERVICE

Chisinau, November 16, (Infotag). The Moldovan pacifist organizations are discontent with the Bill on the Alternative Civil Service. Chairman of the Pacifists Without Borders international remedial organization Anatolie Gutu remarked at a press conference in Infotag that the Bill infringes upon human rights and confronts with international standards.

“So far applications for alternative service have been to be submitted two month before the draft and in a new version this term is reduced to 10 days. It is impossible to collect all the necessary documents for such period, particularly, for villagers”, he considers.

According to Gutu, the Bill does not envisage any privileges for citizens received higher education, who pass alternative service.

“If this Bill is approved, they will have to work all 18 months. After this they must get registered for military service, but not with the alternative service department. Besides, we consider that term of the military and civil service must be the same – 12 months, he said.

Gutu remarked that the pacifists addressed to respective organizations, but the majority of their proposals were declined.

Chairman of the Organization of Young Pacifists Serghei Cogut recalled that military institution have a plan on the number of draftees.

“This plan prescribes what number of those admitted to the alternative service must be and those exceeding this number are simply rejected”, he said.
