02.04.2007 LAWYER VEACESLAV TURCAN IS CONCERNED WITH OBSERVING PRISONERS’ RIGHTS OF SOROCA PENITENTIARY INSTITUTION

Chisinau, April 2 (Infotag). The prisoners’ fundamental rights are violated in the Soroca penitentiary institution, Lawyer Veaceslav Turcan says.

On Monday at a press conference in Infotag he said that the prisoners’ right for appointments, in particular, are violated.

According to him, because of a lack of rooms for appointments the prisoners’ relatives have to wait long time in queues in order to see prisoners. And those, who came from afar, have to stay overnight in the town, as their turn may not came for a day.

Turcan said that several prisoners declared a hunger strike for this reason and others threaten to cut their veins of to rip open their stomach in sign of protest.

The lawyer tried to convince the prisoners to solve the issues of observing their rights in a legal way. He remarked that he has already addressed to the leadership of the Ministry of Justice, to the Department of Penitentiary Institutions, Moldovan Parliament Speaker Marian Lupu and his Deputy Iurie Rosca. If it is impossible to solve this issue on the republican level, Turcan is intended to appeal to the European Court of Human Rights (ECHR).

He also said that other rights are also violated, but the department heads did not allow him to make photos in order to present proofs to the public.

The prisoners’ relatives, who came to the press conference, as well, confirmed his words.

Turcan remarked that he also appealed to the ECHR concerning the necessity to remove metal cages from the court halls.
