LAWYER ANNA URSACHI AND FATHER OF BEATEN SCHOOLBOY DEMAND AUTHORITIES TO PROSECUTE BULLY-POLICEMEN On the Monday press-conference at Infotag, lawyer Anna Ursachi told about complain, filled to the Prosecutor General’s Office, on refusal in prosecution of police colonel Vladimir Caramusca.

 

“On March 23, in Mihail Kogalniceanu Lyceum from Chisinau, this guardian of order has unjustly beaten 12-year-old Alexander Tihon in front of numerous witnesses. He came to school to protect his own son, hurt by someone, and has confused the children”, said she.

 

According to the lawyer, the schoolboy beating can not be classified as hooliganism or other comparatively light form of aggression.

 

“I qualify the incident as cruel, humiliating treatment, verging on torture, committed by state official. This so-called officer lives for the money of taxpayers, among which parents of the beaten boy. The victim suffered not only physical injures, but he still is in psychological shock. However, on August 14, Prosecutor Ion Brinza signed decree on terminating prosecution of police colonel Caramusca, who has all this time quietly carrying out his duties of guaranteeing law implementation. What kind of justice and guarantees of the human right respecting can we talk about in such situation?”, wonders the lawyer.

 

She said that on behalf of the child’s parents she wrote a letter to President Nicolae Timofti, who, as former judge, should have reacted on the incident.

 

“In the actions of the prosecutors, who supervise this case – Ion Popa, Mihail Pascal and Igor Brinza - I see signs of corrupt activity or obvious unprofessionalism. How is it possible to close the criminal case, when there are 7 witnesses, who saw the beating of Alexander Tihon by Caramusca. The prosecutor, however, considered possible to believe the testimony of two other witnesses, who were not present on the place of incident at all and were talking about it from the words of other people”, outraged the lawyer, believing that in this case, it is about a banal corruption conspiracy of officials – representatives of the law enforcement.

 

“I address directly to the superior of colonel Caramusca – Minister of the Interior Dorin Recean. You are all the time reasonably standing up for European norms of your officers. Explain us why such a personage as Caramusca still works in the National Patrol Inspectorate?”, asks Ursachi.

 

According to her, Ion Caracuian, Head of Department for Combating and Preventing Torture in the Prosecutor General’s Office, refused to meet her and father of the beaten boy, citing that they came during the lunch break.

 

Ursachi invited all the above-mentioned prosecutors to come to the press conference at Infotag on August 25 to openly answer all her questions on closing case against the policemen, as well as bring arguments in favor of innocence of police colonel Caramusca.
