19.03.2007 “MY MOLDOVA” ASSOCIATION REVEALS ILLEGAL CIRCULATION OF FISCAL INVOICES

Chisinau, March 19 (Infotag). The “My Moldova” public association has revealed the illegal production and circulation of fiscal invoices.

Its Chairman Feodor Ghelici said on Monday at a press conference in Infotag that duplicates do not differ from the originals in any way and the forgery is revealed only in a year or two.

“Economic entities acquire products or raw materials from companies together with forged invoices and transfer all the documents to fiscal organs. After some time it is revealed that the invoice is not valid, and not the sellers of goods, but buyers must pay fines”, he said.

Ghelici remarked that the production of forged invoices is a very profitable business, but the economic police and other institutions do not haste to combat violations.

“We have a report by the Information and Security Service of Moldova, which says that more than 1.4 thousand of forged invoices were revealed in the republic in 2006. The Supreme Judicial Chairman is considering the cases of economic entities, suffered from swindlers. However, the authorities take no serious measures to change the situation”, he said.

In Ghelici’s opinion, such situation scares away foreign investors and spoils Moldova’s image.

Manager of the Perspectiva company, which process agricultural products, Valentina Pechel said that in 2005 the fiscal bodies withdrew from a company an invoice for raw materials, purchased two years ago.

“The expertise showed that there were seven more document with analogous numbers. The company had to pay a 30 thousand lei fine, the economic police was even going to institute a criminal suit against us”, she said.

Pechel remarked that economic entities are protected from swindlers, but they cannot defend their rights and it is very difficult to prove their innocence.
