PARLIAMENT TO CHECK COURT DECISION ON CANCELING MAYORAL ELECTION RESULTS

Deputy Speaker of the Parliament, leader of the European People’s Group Valeriu Ghiletchi proposed an initiative to conduct a legislative expertise of the court decision on declaring invalid the results of Chisinau mayoral elections.

He said at the Thursday’s Parliament sitting that the situation with the invalidation of local elections is widely discussed in the society and generated a whole range of discrepancies, in particular in interpreting and application of legislative norms.

“The decision on declaring the elections as invalid led to the fact that on July 5, 2018, the European Parliament adopted a Resolution in this regard”, Ghiletchi said.

He registered the draft decree on conducting legislative expertise in the Parliament. According to the proposal, the parliamentary Standing Committee on Legal Affairs, Appointments and Immunity will have to conduct an expertise of legal basis, given the international law provisions and all the circumstances, connected with the local elections in Chisinau.

Within 60 days, the commission will have to present to the Parliament its conclusions and proposals, including on improving the legal framework for ensuring transparency of the election process and observing the election rights of Moldovan citizens. Representatives of local and central public administration, independent expert from among the civil society, as well as foreign specialists may take part in the expertise.

Commenting on this decision, one of ex-candidates for Chisinau mayor Valeriu Munteanu said that it is directed to justify the court doubtful decision. According to him, the term of 60 days, including 1.5 month of parliamentary vacation, is aimed at temporizing and trying to convince development partners that the decision was justified.
