​EXPERTS INSIST ON CANCELING RESULTS OF CONTEST FOR ANRE DIRECTOR POST

Experts proposed to cancel the results of the contest on selecting the candidature for the post of National Energy Regulatory Agency Director.

At the Friday’s press conference, former ANRE Director Victor Parlicov, who also participated in the contest, said that it did not have a legal basis.

“The idea is that amendments to the law on energy, which imply conditions of selecting candidates to the post of ANRE Director, have not come into force so far. The situation becomes absurd when it comes to scoring. Contest winner Tudor Copaci took 821 points when the parliamentary standing committee, which was assessing the result, has eight members, each of whom could put maximum 100 points. Moreover, commission members were all the time absenting away from sittings. In particular, this concerns Kirill Lucinschi, who was present only until the afternoon, while then he was leaving, not putting grades at all”, the expert frowned.

Former ANRE Director Nicolae Raileanu said that Copaci, who won in this contest, did not want to take this post, but was appointed anyway.

“How can a person with such a past head an independent regulator ANRE? Information about his involvement in the case with Chisinau airport concession has occurred many times. He is member of Democratic Party National Political Council. Yes, he filed a statement on withdrawal from the party may be taken only at the next DP congress. It means that for a certain period of time the ANRE Director will be politically affiliated. This appointment is just another political action of the ruling coalition coordinator [DP Chairman Vlad Plahotniuc]”, he said.

Expert Sergiu Tofilat said that the parliamentary Standing Committee on Economy, Budget and Finance cannot objectively assess the candidate for ANRE Director; for this a special group of experts in energy is necessary.

“Moreover, the questions are almost the same as at the contest for National Bank of Moldova Governor. This is one more proof that this contest is nothing else but a farce”, he stressed.

At the press conference it was said that a group of experts (which includes Victor Parlicov, Sergiu Tofilat, Nicolae Raileanu, Dorin Dusciac, Iulian Groza, Ion Muntean, Dionis Cenusa, Ruslan Surujiu and Sergiu Ungureanu) submitted a petition to the Standing Committee. It includes three demands: to made public the process of contest passing by all candidates, the list of the assessment commission members and announcing of each participant’s results.
