ANRE IGNORED SOME PROPOSALS AT ELABORATING NEW METHOD OF CALCULATING ELECTRICITY DISTRIBUTION TARIFF

The National Energy Regulatory Agency (ANRE) stated that at the development of a new methodology of calculating the tariff on electricity distribution, it took into account 80% of market operators’ demands.

According to Gas Natural Fenosa high rank representative said that specialists of the Energy Community and the World Bank participated in the development of the document in accordance with the provisions of the IMF and EU macroeconomic assistance programs.

“Thus, necessary conditions were ensured for creating a climate, based on the dialog between the interested sides”, the Infotag interviewee said.

As for the results of discussions and the approval of the methodology, he said that these include international standards and advanced practice, recommended to the Moldovan regulator by the Energy Community and the World Bank for regulating by energy resource market.

“As for the Gas Natural Fenosa, we can say that in comparison to what happened in 2017, when the regulator unilaterally adopted several important decisions, in 2018 we participated in working group sittings. Thus, some of our proposals were taken into account, while others – were not”, the company representative said.

According to him, the new methodology does not lower much the level of resources, accessible to the operator on electricity distribution to fulfill its mission on enhancement and supporting electric networks, as a result of which necessary investments will improve the quality of servicing.

“However, for the final conclusions we will wait for the approval of the method of calculating the electricity tariff, which contains considerable critical aspects of activity in electric energy sector. We want to hold meetings with the regulating body, as it is provided in the program with the IMF, for resolving the discrepancies between the factually rehabilitated sums of tariff deviations, recognized in the Agreement, signed by the Ministry of Economy in June 2016”, stressed the Gas Natural Fenosa representative.
