PSRM STATES NO CONFIDENCE IN ECONOMY MINISTER

15 february, 2018

The Party of Socialists introduced a draft resolution on the vote of no confidence to Minister of Economy and Infrastructure Chiril Gaburici to the Parliament on Thursday.

Presenting the document at the plenary sitting, Socialist MP Vasile Bolea pointed that the demand on dismissing the minister is due to catastrophic situation in economy, deficient legislation, which leads to decline in investments, capital outflow and job reduction. He pointed that the 2017 became an economic failure due to the policies of taxation and investment reduction.

“Entrepreneurs, who took the risk to start their business in Moldova, expect long-term decisions and real measures from the ministry, but not empty promises and electoral gifts. The Ministry of Economy and Infrastructure has no idea what is happening in the economy. We want that Minister Chiril Gaburici to come to the Parliament and explain the position of the ministry, which is involved in everything but the economy development”, Bolea said.

He also said that the minister has to answer why the Ministry is privatizing state enterprises for next to nothing and takes other hasty steps.

“The policy, promoted by the Ministry, is leading Moldova in wrong direction and does not serve interests of country citizens. It takes into account neither the difficulties the national economy is facing nor the entrepreneurs’ requests; it is just directed on implementation of separate political interests”, Bolea said.

The draft resolution on the vote of no confidence in the minister was signed by Socialist faction MPs (24 deputies). Before, the PSRM promised to demand the dismissal of the entire Government, as well as of each minister in part, during the end of the current Parliament session.

According to the legislation, for initiating the vote of no-confidence in the entire Government, legislative initiative of more than one-fourth of MPs (26 votes of 101), while for dismissing one minister – not less than 15 Parliament deputies. In case of submission such draft resolutions to the Parliament, the legislature is obliged to conduct hearing of the due minister within 14 days. The decision on dismissal is adopted by majority of votes – 51 of 101. The date of considering the vote of no confidence will be appointed at the sitting of the Parliament Permanent Bureau.

Last year, Socialists have already put forward to the parliament draft resolutions on dismissing the Government, as well as on no-confidence votes in 5 ministers in part. The opposition achieved the organization of hearings in the Parliament, but all its proposals were declined by the parliamentary majority.

Chiril Gaburici was appointed as Minister of Economy and Infrastructure at the beginning of January. Before, he had held the post of Prime Minister – in March through June 2015. Back then, he was forced to tender resignation due to the scandal connected with his education diploma. At the demand of opposition, the Moldovan Prosecutor General’s Office established back then that Gaburici did not pass baccalaureate exams, after which he entered university on the basis of fake documents. After he graduated from university, he started Doctoral studies, but has not pass the graduation exams either. The opposition intends to discuss these issues in the Parliament as well.
