GOVERNING PARTIES SIGN NEW POLITICAL AGREEMENT

The three constituent parties of the incumbent parliamentary majority in Moldova – the Party of Socialists (PSRM), the Party of Action and Solidarity (PAS) and the DA Platform – have concluded a new political agreement stipulating the common transitional goals of the Government, President and Parliament.

On Monday evening, the 15-page document was signed by Parliament Deputy Speakers Ion Ceban (PSRM), Mihai Popsoi (PAS) and Alexandru Slusari (DA). They said the agreement had been worked out “to restore democratic principles and constitutional order on the basis of the supremacy of law norms, to de-monopolize the national economy, ensure the population’s wellbeing, and to protect citizens’ rights and freedoms”.

Ion Ceban stated: “This is a common commitment of all the state institutions. It takes account of what we do during and after election campaigns, what our priorities are in the social, judiciary and economic spheres”.

Alexandru Slusari said the document represents a road map of the reforms that must be implemented in various spheres: “This is not an agreement between parties. This is an institutional document of the bodies of government. It does not contain any secret supplements or accords on the distribution of posts”.

Mihai Popsoi said the document had been signed to ensure the stability the Government needs to implement reforms: “We have a vast program of reforms, so we must ensure normal working conditions for the Government and Parliament in nearest months”.

The new Agreement is a logical continuation of the previous one dated June 8, when deputies from the PSRM and the political bloc ACUM (PAS + DA) signed a provisional agreement on de-oligarchization of the country. The three parties explained that the new Agreement was necessary to sign because the old one has been fulfilled by 90%.

In the new document, the sides have undertaken to observe the principles of a law-governed state, the law and constitutional order, and to practice and promote mutual respect. The parties shall be promoting and fulfilling the Republic of Moldova’s international commitments pertaining to the EU-Moldova Association Agreement. The three parties shall also continue cooperation as per the economic agreements signed by Moldova within the framework of the Commonwealth of Independent States (CIS) and other international documents.

Later on, signatures under the Agreement were put also by President Igor Dodon, Parliament Speaker Zinaida Greceanii and Prime Minister Maya Sandu. The document has thus been sighed by the heads of all the central country governance organs. It is noteworthy that the DA Platform leader, Andrei Nastase, refused to sign the document.
