PRESIDENT DODON DECREES TO FOUND CONSTITUTION REFORM COMMISSION

Moldova President Igor Dodon has set up a Commission for reform of the Constitution. He wrote on his Facebook page that he had signed a Presidential Decree to this effect on the occasion of Moldova’s Constitution Day marked annually on July 29 [since 1994].

Dodon wrote that he had discussed the reform question with Victor Puscas and Dumitru Pulbere – prominent Moldovan jurists and public figures, and former Chairmen of the Constitutional Court.

“We were unanimous in the opinion that certain difficulties had appeared lately in the constitutional jurisdiction sphere”, reads his post.

The President wrote that profiled specialists are pointing out the problems of state power instability, political interference into the constitutional justice sphere, “due to which the Moldovan society and state institutions are in perplexity about certain judgments made by the Constitutional Court”.

“These judgments are at odds with the letter of the Constitution. They have created numerous impediments to ensuring stability of the political system, and facilitated the attempt to usurp power in Moldova”, said the post.

The President wrote that it is necessary to launch a constitutional reform to introduce changes in the current constitutional legislation, to ensure the supremacy of the Constitution, to strengthen law and order and constitutional democracy, and to ensure human rights.

As the first step to launch the constitutional reform process, the head of state has signed a Presidential Decree on setting up a Constitutional Reform Commission that will include the representatives of the Moldovan academia and of the civil society.

Infotag's dossier: The introduction of amendments to the Constitution may take 6 to 18 months. Constitutional amendments are adopted by two-thirds of the Members of Parliament, i.e. by minimum 67 out of 101 MPs, or by holding a nation-wide referendum organized upon a positive conclusion of the Constitutional Court.
