​PROMO-LEX: HUMAN RIGHTS OBSERVANCE REMAINS PROBLEM IN MOLDOVA AND TRANSNISTRIA

Human rights observance in Moldova and Transnistria remains a challenge. This conclusion was made in a research made by the human-right Promo-Lex Association on the observance of the right on liberty and security of person and not to be subjected to torture and ill-treatment.

Promo-Lex lawyer Nicoleta Hripliviy said that human rights in Moldova are still not adequately protected.

“There is a risk of abuse of the judicial system and in gross violations of human rights due to the lack of mechanisms and institutions that monitor the human rights observance. People often face ill-treatment. The report is made to show the extent to which people’s security and freedom is violated. To arrest a person for an offense is not democratic. There should be alternative punishments in addition to house arrest and placement in prison. There detention conditions in prisons are very poor. In this case, human right not to be subjected to torture and cruel treatment is violated”, she said.

Promo-Lex human rights defenders provide legal assistance to the needy and are making efforts to raise awareness of the constitutional authorities and international organizations concerning the situation of convicts.

According to Promo-Lex lawyer Vadim Vieru, Moldovan legislation should protect and promote universal and democratic values more effectively.

“Moldovan and Transnistrian authorities should seek international standards for the protection of civil rights. It is necessary to train Moldovan judges and prosecutors international norms against the accused person. Before arresting a person, it is necessary to determine the degree of his guilt and his danger to society”, he said.

Head of the department on combating torture at the Prosecutor General’s Office, Ion Caracuian said that national security can be achieved by joint efforts of state authorities and public associations of Moldova and Transnistria.
