E-INTEGRITY SYSTEM TO BE LAUNCHED IN MOLDOVA IN JANUARY

Representative of the National Integrity Authority (NIA) Victor Stratila said at the Thursday’s press conference that an electronic automated system “E-integrity” will be launched in Moldova on January 1, 2018.

The system is aimed at maximally simplifying the procedure of submitting statement on income and property of public servants, parliament deputies, heads of enterprises and organizations.

“One more goal of the new system is to exclude bureaucracy at processing of statement on income, optimization of terms of their provision, as well as the exclusion of human factor from these processes, simply said – the corruption”, he said.

Stratila said that the E-integrity system underwent testing in the National Integrity Authority and its territorial offices.

“The appearance of the system became possible due to close and fruitful cooperation with international partners and the Moldovan Center for Special Communications. Over 1.4 thousand of NIA inspectors underwent training on working with it. Around 6 thousand officials have electronic signatures and may already submit such type of statements. In total, the category of persons, obliged to declare their property, includes around 70 thousand people”, he said.

The cost of the system is US$100 thousand. The term of processing the statements, submitted to the E-integrity system accounts for 30 days. The term of submitting statements in online regime is January 1 through March 31. The information about income and property of officials will be public.

Infotag’s dossier: The NIA is an agency that is checking statements of officials and Parliament MPs. It was established in 2016 on the basis of the National Anti-Corruption Commission, which had the status of concluding agency and failed to adopt sanctions against officials. The NIA will include a group of inspectors, empowered with independent status. They will be able not only to conclude the violations and demand explanations, but also impose sanctions, address to court and seek property seizing. The NIO head is appointed for 5 years on the contest basis. They are approved by presidential decrees. The contest, that lasted more than 6 months, has recently been concluded. Lilian Chisca was appointed as NIA Deputy Director. Rodica Antoci was nominated as candidate for the post of Director. The NIA Board presented her candidature to President for approval.
