29 september, 2015

The authorities of the unrecognized Transnistrian Moldovan republic (PMR) will pay to citizens only 70% of the accrued salaries and pensions in October. Such decision was taken on Monday by the special commission headed by deputy chairwoman of the PMR Maia Parnas.

According to the cabinet of ministers’ website, the initiative to extend the order of limited funding came from the ministry of finance, citing the worsening of the state of things in economy.

According to the ministry, over September the PMR state budget received 109.6 million rubles, which is 22.6 million rubles less than a year earlier. With all this, 112.3 million rubles were directed to financing socially protected items, including 80 million – for salaries and holiday pays.

Finance minister Elena Ghirjul said that without taking into account target budget funds, 298 million rubles arrived to the state treasury over 9 months, which is 18% less than over the equivalent period of 2014. She explained this by the reduction of external economic payments and taxes on revenues.

According to economic development minister Alevtina Slincenco, the volume of export operations fell 18.5%, while imports – 25%. According to forecasts, the volume of industrial production fell by 15.5%, just like in August, while according to the results of 9 months – by 11-12%.

Revenues to the social fund accounted 108.6 million rubles as of September 28, including 96.3 million rubles from taxes.

“Meanwhile, the expenditures of the fund made 146.7 million rubles, 129.6 million of which were directed to payment of pensions”, said minister of social protection and labor Oxana Bulanova.

Making conclusions, she stressed that in total revenues to the social fund fell 142,5 million rubles – to 1,103 million over 9 months.

Infotag’s dossier: A special procedure of financing was introduced by Transnistrian authorities in March 2015 under the pretext of lack of funds in the budget.
