DEMOCRATS AND SOCIALISTS WANT TO IMPLEMENT KOZAK PLAN-2 - DA CHAIRMAN

07 december, 2018

The coalition of the Democratic Party and the Party of Socialists are getting ready to implement the Kozak Plan-2 after the elections, maintains DA Chairman Andrei Nastase.

He wrote in social networks that Moldova was on the verge of national catastrophe in 2003, when the Kozak Memorandum, which implied the asymmetric federalization of the republic, was about to be signed. However, back then people went out to protests, while partners - the US, the EU and Romania supported people's discontent.

"Nevertheless, what Communist Vladimir Voronin failed to do, is going to be done by two traitors - Vlad Plahotniuc and Igor Dodon - regardless of citizens and development partners' opinion. After elections they intend to ensure the Transnistrianization of the country, by means of implementing the Kozak Plan-2, moreover that Dmitry Kozak is again playing the central role in the so-called settlement negotiations, but already with larger powers, that cover the entire Moldova [Deputy Premier of Russia Dmitry Kozak is Russian President's Special Representative for Trade and Economic Relations with Moldova]", Nastase said.

According to him, ignoring the opinion of the majority of republic's population, but having Plahotniuc's consent, Igor Dodon declared that the providing of a special status to Transnistria is a key to conflict settlement.

"The 'special status' means federalization of the republic, which will mean Moldova's end as a pro-European country, as well as will become a knife in Ukrainian partners' back. Dodon, calling himself a statesman, wants to isolate and destroy the republic. He and his masters want to start the process of federalization, without taking into account the Democratic principles, preserving the foreign troops in the territory of the republic, thus endangering the Moldova's socio-economic development. The Dodon-Plahotniuc cahoots have already caused much damage: the adoption of mixed voting system, selling of the Moldovan citizenship, the capital amnesty", Nastase said.

According to him, Dodon has no right to hold the post of head of state, as the Constitution says a president should be a guarantor of sovereignty, independence and territorial integrity of the state.

"However, the criminal regime is living out its last days and neither Plahotniuc, nor Dodon will ever manage to destroy faith and integrity of country citizens. They will never manage to put the people on their knees and will never intimidate it. Thus, on February 24, citizens will have to make a historic choice", Nastase said.

As already reported by Infotag, the Memorandum "On the Fundamental Principles of the State Structure of a United State - the Republic of Moldova", aka the Kozak Memorandum, was agreed on and even initialed by both Chisinau and Tiraspol in November 2003 with an active mediation by Dmitry Kozak, the then Deputy Head of the Russian Presidential Administration. The document envisaged federalization of the Republic of Moldova, and invested one of the federation's subjects, Transnistria, with the veto right that equipped the region with the possibility to blockade decisions unacceptable for it. The Memorandum stipulated Russia's military and political presence in the region until year 2020, and the using of the Russian language at state institutions in the entire territory of the Republic of Moldova. The Memorandum caused a negative reaction of the West, and President Vladimir Voronin refused to sign the document at the last moment - when President Putin was already in his car goin g to airport to fly to Chisinau. Voronin declared European integration as the republic's priority development direction, which caused a sharp deterioration of Moldo-Russian relations.
